The Unit’s Objectives
- Promotion of enforcement in the field of the prevention of smoking in public places and the implementation of uniform enforcement policy at a national level.
- Policy implementation and leadership in respect of the marketing of alcoholic products.
- Promotion of legislative processes needed as per requirements and public submissions.
The Field of the Prevention of Smoking in Public Places
Unit’s Activity
- Planned enforcement campaigns in the public places listed in the law, including restaurants, coffee lounges, health institutes, bus stops, swimming pools, government offices, work places and more. Enforcement activity is undertaken in cooperation with many enforcement authorities, including the police, local government authorities, customs and more.
- Writing procedures and recommendations for the benefit of enforcement units in local government authorities. These procedures will assist in promoting the issue and in improved efficiency in all that pertains to enforcement.
- Consultation and provision of opinions to enforcement wings and to the legal department of local government authorities.
- Training and day seminars for inspectors and bodies working in the field.
- Raising awareness of the damage caused by passive smoking in the public, and the creation of media attention.
- Promotions of laws, regulations and procedures that will bring the reality on the ground into correspondence with the requirements of the law.
- Dealing with public complaints.
- Dealing with requests from the enforcement wings and legal departments of local government authorities.
- Planned enforcement campaigns.
- Strengthening the connection with the enforcement wings of local government authorities.
- Promotion of the topic in various population groups, such as the Arab community, the ultra-orthodox community, etc.
The Field of the Limitation of the Advertising and Marketing of Alcoholic Products
The law makes a distinction between two types of alcoholic beverage:
- Strong alcoholic beverage - with an alcohol content exceeding 15.5% by volume.
- Alcoholic beverage - with an alcohol content of less than 15.5% by volume.
It is noted that the Limitation of the Advertising and Marketing of Alcoholic Beverages Law is currently in the process of approval of regulations in committees being held in the Knesset. The Regulations regarding the way in which the warnings must be included in the various types of advertisements will come into force approximately 90 days after they are published in the government gazette. Those marketing these products will be required, among other things, to write a warning on the product label.
The text of the warning on the beverage container or the label on it will be as detailed below:
- In respect of a strong alcoholic beverage - “Warning: Excessive consumption of alcohol is life threatening and is detrimental to health!”
- In respect of an alcoholic beverage - “Warning: Contains alcohol - it is recommended to refrain from excessive consumption”.
The unit responsible for enforcing the law in respect of alcoholic products marketed or manufactured in Israel: An overall operational system is currently being established, which will constitute a foundation for enforcing the law in accordance with its requirements.
Activity of the Department for the Limitation of the Advertising and Marketing of Alcoholic Products
- Promoting the law in cooperation with the Food Service and the Legal Department in the Ministry of Health.
- Surveillance and monitoring of advertisements in the media.
- Activities in cooperation with the Ministry of Economy.
- Raising public awareness of the damage caused by excessive consumption of alcohol, which is life threatening and detrimental to health.
Submissions to the Unit for the Prevention of Smoking in Public Places and the Limitation of the Advertising and Marketing of Alcoholic Products
In the field of the prevention of smoking in public places - you may make submissions on the following matters:
- Report of smoking in a public place in contravention of the law.
- Your workplace does not comply with the requirements of the Prevention of Smoking in Public Places Law.
- A health institution that does not comply with the requirements of the Prevention of Smoking in Public Places Law.
- Report retailing of fluids containing nicotine for electronic cigarettes .
In the field of the limitation of the advertising and marketing of alcoholic products - the Regulations have not yet been approved. When they are approved, enforcement will begin, and it will be possible to make submissions on the following matters:
- Report a place that sells alcoholic beverage without a warning label as required.
- Advertisement for alcoholic products that does not comply with the requirements of the law.
- Advertisement that is primarily intended for and directed to youths.
- Advertisement in a newspaper that is intended for children and youths up to the age of 18.
- When an alcoholic beverage is awarded as a prize in a radio or television program.
- In an advertisement for an alcoholic beverage, broadcast on radio or television, the warning required by the law is not heard.
