Service Description

About the Service


The Medical Institute for Road Safety (MARVAD) makes the recommendations to the Driver Licensing Authority regarding the medical fitness to drive, according to the type of the motor vehicle.
 
Persons Referred for Medical Fitness Tests
  •  Persons requesting driving licenses for public transport vehicles and heavy trucks - by the Vehicle Licensing Bureau.
  • Repeat traffic offenders and after a period of license invalidation - by the Vehicle Licensing Bureau.
  •  Drivers reported by the Israel Police following their involvement in a traffic accident.
  •  Drivers reported by the court.
  •  Ministry of Defense disabled persons.
  • Disabled persons referred by the National Insurance Institution.
  • Drug and alcohol abusers and convicted users, referred by the Vehicle Licensing Bureau, the Israel Police and by the IDF licensing authority.
  • Drivers reported under section 12B of the Transport Law - Duty of Doctor to Report.
  • People with medical problems requesting a license or who already have one - by the Vehicle Licensing Bureau.
  • Drivers referred by the Vehicle Licensing Bureau due to their age (regulation 196 of the traffic regulations).
  • Testees required to take an audit test by the MARVAD and the board of appeals.

The Process

  • Summons for the Examination - if the MARVAD receives a report from authorized sources (see below) of an individual, the MARVAD summons that person for a medical fitness test.
    In certain cases, a person referred to the MARVAD to have his/her medical fitness for driving evaluated may be requested by the MARVAD to produce additional information, medical or other, or to undergo tests at the MARVAD, and/or to undergo complementary external tests. This is intended to enable formation of a recommendation based on a thorough, in-depth examination.
  • Medical fitness decision - The decision of the Institute regarding medical fitness for driving is a recommendation to the licensing authority.  It is the licensing authority’s responsibility to provide notification to the testee.
  • Board of Appeals - An applicant for a driver’s license or a holder of a license who feels that he has been wronged by the institute’s decision, has a right to appeal to the appeals board within 30 days of receiving the decision from the licensing authority (regulation 195A* to the traffic regulations).

Fee Payment


Payment for the test is via a legally mandated fee in a process required under the Fundamental Law: State Economy and Budget Fundamentals.  The payment requirement is included in the Transport Regulations (regulation 195B).
The regulations prohibit the MARVAD from granting any exemptions or discounts to the fee.
It is also possible to pay as follows:
  •  At payment booths at the MARVAD (by credit card - possible also via Credit)
  • At the Postal Bank (cash only)

MARVAD can be approached for inquiries only after the case has begun to be processed in the MARVAD, and not beforehand.

Required Documents


The summoning letter to MARVAD will specify which documents the applicant must bring (documentation varies from one applicant to the next).
