Process of Obtaining a Permit to Run a Medical Laboratory


The applicant for managing a medical laboratory is required to obtain a permitfrom the Ministry of Health.

Following are the criteria for obtaining a permit to run a medical laboratory

  •  Resident of Israel.
  • Holder of a permanent Status Recognition Certificate as a senior university graduate medical laboratory worker from The Medical Professions Licensing Department in the Ministry of Health.
  • Has not been convicted of a criminal offense which, due to its nature, severity or circumstances, disqualifies him from serving as a manager of a medical laboratory.
  • Education and relevant professional experience as follows:


    Education
    One of the following academic degrees:
    • PhD, DSc or MSc in life sciences or in medical sciences;
    •  A specialist doctor degree as per the medical doctor regulations (specialist doctor certificate and examinations), 1973, in clinical microbiology or in clinical biochemistry.

        Professional experience

      • For a holder of a PhD, DSc or a specialist medical doctor’s degree: 4 years of work in a medical laboratory, of which at least two years were in the last five years.
      • For a holder of an MSc degree: 8 years of work in a medical laboratory, of which at least four years were as a senior laboratory worker and two of those years were in the last five years.

Procedure for obtaining the permit
The procedure for obtaining permit to manage a medical laboratory worker includes the following steps (detailed information appears below):

  1. Submission of an application for permit, along with the necessary documents
  2.  Assessment of eligibility
  3.  Applicant notification of eligibility and receipt of permit


1. Submitting an application for a permit


​The request must be sent, along with the required documents, by registered mail to the Medical Professions Licensing Department, Ministry of Health, as detail at "Service Details" below.

2. Assessment of eligibility for a permit

  • ​After the application documents are received, applicant eligibility for a permit is checked by The Medical Professions Licensing Department.
  • Workers wishing to submit their candidacy for a tender to fill a post of laboratory manager where the conditions of the tender specified a requirement to produce a permit to manage a laboratory, will receive precedence in the handling of their application.

3. Receiving the permit


Those eligible, and those who fulfill the legal and regulatory requirements, will be mailed a permit to manage a medical laboratory by registered mail to their home address.

Checking criminal record – In order to grant the license, the Ministry of Health must receive certification from Israel Police that the applicant has no criminal record.
The Division of Medical Professions in the Ministry of Health will apply to Israel Police for this certification (this process usually takes several months). After it is received, the license will be issued to graduates who have satisfied all other legal requirements.
By law, the Ministry of Health may not request this certification directly from the applicant.

The request must be sent by registered mail to the Medical Professions Licensing Department, Ministry of Health, 39 Yirmiyahu  St., Jerusalem 9446724​​.

Required Documents

  • Request for a Permit to Run a Medical Laboratory
  • Questionnaire for workers in the health care professions in two copies.
  • 2 passport photographs.
  • 2 photocopies of your identification card, including the attachment showing your address.
  • Status Recognition Certificate – senior medical laboratory worker.
  • Diplomas (Master, or MSc).
  • Confirmation from the manager of the department of laboratories in the medical institution where the candidate worked regarding his occupation in medical laboratories as a senior medical laboratory worker as detailed above and a letter of recommendation from the head of the laboratories department.

All application documents must be delivered in duplicate.


Translation and validation of documents and certificates
  • Original certificates must not be sent to the medical professions licensing department. Instead, only copies must be sent.
  • A licensed notary in Israel must confirm that the documents are true to the original. The original notary confirmation plus one copy of it must be submitted.
  • Documents in languages other than Hebrew and Arabic must be translated into Hebrew by a qualified translator in Israel. A copy of the original document and its translation must be submitted.
  • Israel graduates are permitted to submit copies of diplomas, certificates of eligibility for a degree and certificates of practical skilling, where the fact of their being true to the original has been confirmed by the secretariat of the relevant faculty.
