Occupation License Application


A person who wishes to receive a physiotherapist certificate in Israel must hold a bachelor’s degree (at least) in physiotherapy, and successfully complete the government examination in this profession. In addition, the following minimal conditions must be fulfilled:
  • Age at least 18.
  • Citizen or resident of Israel.
  • Has no dangerous disease.
  • Not have been found guilty, in Israel or overseas, of a criminal offense or disciplinary offense that, due to its nature, seriousness or circumstances, renders him unfit to receive a certificate in a health care profession, and not have had a charge or complaint of such an offense laid against him, in respect of which a final verdict has not yet been given.

The procedure for obtaining a physiotherapist certificate includes the following stages (detailed information appears below):
  1. Submission of an application for a certificate by the candidate, with the required documents attached
  2. Assessment of the candidate’s eligibility to take the examination
  3.  Theoretical examination
  4. Temporary and permanent certificate of profession

1. Submitting an application for a certificate


​The request must be sent, along with the required documents, by registered mail to the Medical Professions Licensing Department, Ministry of Health, as detail at "Service Details" below.

Contact details provided by candidates are the basis for contacting them. Provision of erroneous information will not enable processing of the application.

2. Assessment of the candidate’s eligibility to take the examination


After receipt of the application, the applicant's eligibility to sit the examination is assessed by the Medical Professions Licensing Department. A notification will be sent to eligible applicants summonsing them to an examination, to the address held in Ministry records. 

3. Government Examination

  • ​The examination is theoretical.
  • Those who are eligible to take the examination will be sent an invitation to the examination, including the location of the examination and examination procedures, as per the address recorded in the Bureau.
  • The examinations are administered twice per year (winter examination and summer examination) and are publicized on the website.
  • The examination is held in the Hebrew, Arabic, English Spanish, French and Russian languages.
  • A letter specifying the result of the examination (pass/ fail) and the candidate’s eligibility to receive a speech therapist certificate, will be sent to his home.
  • Appeal against the results of the examination – An examinee who fails the examination is entitled to view or appeal against the examination results.Procedure for Submitting an Appeal against the Results of the Examination.

4. Temporary and Permanent certificate of profession


Temporary certificate
A person who fulfills the law’s requirements, including an examination of criminal record (see below), with the exception of producing a final degree, and who successfully took the examination, will receive a temporary certificate that will be sent by registered mail to his home or to the Health Bureau, depending on interest.

Permanent certificate of profession
A person who fulfills the law’s requirements, including an examination of criminal record (see below), produced the final degree, and who successfully took the examination, will receive a permanent certificate that will be sent by registered mail to his home or to the Health Bureau, depending on interest.

Criminal record check
In order to grant the license, the Ministry of Health must receive certification from Israel Police that the applicant has no criminal record.
The Medical Professions Licensing Department in the Ministry of Health will apply to Israel Police for this certification. After it is received, the license will be issued to graduates who have satisfied all other legal requirements.
By law, the Ministry of Health may not request this certification directly from the applicant.

The request must be sent by registered mail to the Medical Professions Licensing Department, Ministry of Health, 39 Yirmiyahu  St., P.O.Box 1176, Jerusalem 9101002.

Documents for the department can be submitted at the ground floor of the office, at the security screening point. The documents must be in a closed envelope. Certification that the documents have been submitted will be provided on the spot.

Required Documents

  • Application form to take the examination in physiotherapy .
  •  Questionnaire for workers in the health care professions
  •  2 passport photographs.
  •  Photocopy of your identification card, including the attachment showing your address.
  •  Final degree in physiotherapy communication, or alternatively, a certification from the university of completion of studies and fulfillment of all obligations to the university for eligibility for a degree in this profession, which will be awarded at a certain time.
  • Official certification of the date that you commenced and completed your studies.

Graduates of an overseas university are required to produce the following documents in addition to the above:

  •  An official certification of having successfully completed internship (960 hours).
  • A professional Certificate of Good Standing from the authority authorized to issue this in the country from which the applicant immigrated to Israel, certifying that there are not and were not any disciplinary, negligence or professional ethics complaints against the applicant.
  •  License to practice the profession in the country where the graduate studied and/or worked.
  • If relevant: Official certifications of having worked, from the relevant institutions, stating the start and end date of the employment at each of the institutions.
 
All application documents must be delivered in duplicate.

Translation and validation of documents and certificates

  • Original certificates must not be sent to the Medical Professions Licensing Department. Instead, only copies must be sent.
  • Certified copies of documents should be certified by a licensed notary in Israel. The original notarized certification (with the red ribbon) should be sent to the Division, as well as an additional copy of it (a total of two copies).
  • Documents in languages other than Hebrew and Arabic must be translated into Hebrew by a qualified translator in Israel. A copy of the original document and its translation must be submitted.
  • Israel graduates are permitted to submit copies of diplomas, certificates of eligibility for a degree and certificates of practical skilling, where the fact of their being true to the original has been confirmed by the secretariat of the relevant faculty.
